photography effects in photoshop

How can I achieve this effect in photoshop?
Asher Roth has an album on his myspace, and the images have a similar effect. I would use this in some of my own photographs. An example from the album can be found here (http://c3.ac-images.myspacecdn.com/images01/57/l_23126c5e912876dc6f69920528725cc6.jpg) I am experienced in photoshop, but I can not get it quite right. Any ideas on how to obtain a similar picture?
I know the effect it is! Personally, I do not use Photoshop at all. But I am familiar with MySpace, with which you can access a third edition photo application called Picnik. Among the effects you can add is that they call "HDR-ish" which is a simulation image with High Dynamic Range. (Look on wikipedia or something if you're interested in the performance of the real thing, which is much more complex.) You can also enjoy free access to Picnik Internet even if you do not have a myspace at http://www.picnik.com/app
